A cache-service outage would have reddened every job that restores or saves a
pipeline entry, even though the check itself would pass. Mark both cache steps
`continue-on-error`, matching the guard the dylint and test jobs already put on
their own cache steps. Those also carry `timeout-minutes`, which composite
action steps do not support, so the action notes that a hang stays bounded
only by the job.
