Zoltan Kochan 6175a81949 fix: resolve remaining rebase artifacts

- Fix conflict markers in building/commands/ source and test files
- Remove stale building/policy-commands/ and building/build-commands/ dirs (don't exist on main)
- Fix workspace/workspace-manifest-writer/tsconfig.json conflict markers
- Fix devDependencies alphabetical ordering in deps-installer and package-requester
- Align network/fetch package.json scripts and engine version with main
