pnpm v12 is the target for new feature development. The TypeScript pnpm v11 implementation is maintenance-only. Update the repository guidance so shared bugs are fixed and tested in both versions, while v12-only features and fixes do not create v11 parity work. Align the contributor, review, changeset, release, README, and PR checklist instructions with the same policy.
