3 people 15da9f3786 perf(ci): link pnpr tests once, run Garnet once, and trim CI triggers (#15361) ...

Link pnpr's integration tests as one binary with the shared helpers
declared once, run Garnet on one TS chunk, keep Markdown out of the Rust
CI and benchmark triggers while still spell-checking it, and build the Linux pnpr fixtures on 16 vCPUs
while the Linux TS chunks start and wait for them.
