A publication registers before it writes anything and unregisters when it is
done. If every attempt at that last write fails, the registration stays, and
nothing removed it: reclamation acquires only when none is in flight, so it
never ran again, and enough of them reached the limit on publications in flight
and refused ones that could have run.
Reclamation matters more than it did. It collects unreferenced blobs, and since
scopes are claimed by publications and given back by reclamation, a gate held
shut also leaves scopes claimed that no artifact holds, refusing every later
artifact reaching those machines.
Record when each publication registered and write off one that registered longer
ago than a publication can plausibly take. Reclamation drops those as it
acquires rather than merely disregarding them, so the check when it completes
still catches a publication that began while it ran.
A registration read from a store written before times were kept counts as
beginning when it was read: a publication in flight across an upgrade is not a
stranded one, and expiring it would let a collector run beside it.
