glaziermag 11b361c963 ci: install crates before building in the Cargo Equivalence workflow (#15616) ...

The Cargo Equivalence workflow ran `cargo build` without installing the
crates first. Since .cargo/config.toml points the crates.io and git sources
at directory sources under .pnpm/crates (pnpm/pnpm#14824), the build failed on every
scheduled run before the comparison started. Run the install-crates action
after rustup, as the other Rust workflows do.
