3 people 078c0aa4f3 fix(pnpr): allow Quay's CDN hosts for OCI layer redirects (#16550) ...

Quay redirects blob downloads to cdn01.quay.io and its sibling CDN hosts.
The OCI download allowlist only covered the Docker Hub and GHCR CDNs, so
the redirect was refused and every Quay layer pull through pnpr failed
with a 502. Allow cdn.quay.io and cdn01 to cdn06.quay.io for the
https://quay.io origin.
