* docs(release): curate the 12.18.0, 11.28.11, and pnpr alpha.18 notes
Add a lead paragraph and subject groups to each release page. Merge
entries that describe one change: the --no-runtime pair, the four
"unchanged package.json" speedups, the agent skill link-name pair, the
batch publish pair, the Cargo requirement-operator pair, and the
excludeLinksFromLockfile pair on 11.28.11.
Drop the pnpr fixes to SQL and libSQL metadata, which ship for the
first time in this release, and fold the four metadata-backend entries
into one so the page no longer contradicts itself about s3 stores.
Drop the pnpr server paragraphs from the pnpm CLI page.
