We need to use the config network mode when no network mode was set. To
do so we have to keep the nsmode empty, MakeContainer() will use the
correct network mode from the config when needed.

When we create a pod we have to parse the network mode form the config
file. This is a regression in commit d28e85741f.

Since we have no good way to enable this on the server side, we will
just allow it to be set on the client side. This should solve almost all
cases.

This involves a new test binary (a basic implementation of the
volume plugin protocol) and a new image on quay.io (Containerfile
to produce it and all sources located in this commit). The image
is used to run a containerized plugin we can test against.

Currently we don't document which end of the podman-remote client server
operations uses the containers.conf. This PR begins documenting this
and then testing to make sure the defaults follow the rules.
