26e30e5f6d Publish swagger.yaml from GitHub Actions on push to main and tags
Add a 'Publish swagger' workflow that builds pkg/api/swagger.yaml and
uploads it to the libpod-master-releases GCS bucket (swagger-latest.yaml
for main, swagger-<tag>.yaml for tags), reusing the same gcsupld container
as Cirrus with GCPJSON/GCPNAME supplied via repository secrets. Per-PR
uploads to libpod-pr-releases are dropped, as nothing consumes them.

The gcsupld image tag is hardcoded (copied from .cirrus.yml IMAGE_SUFFIX)
rather than read at runtime, since Cirrus CI is to be decommissioned soon.

Remove the now-migrated swagger_task from .cirrus.yml (and its success_task
dependency) and the _run_swagger handler from hack/ci/runner.sh, and update
docs/README.md to point at the new workflow. While at it, fix the link in
docs/README.md to hack/ci/README.md#docs-task, which had been dangling ever
since that file was removed in 2020 by commit 2c9084e224.

Note: requires GCPJSON and GCPNAME to be configured as GitHub repository
secrets before the upload step can succeed.

e2573b734e Fix broken titles on readthedocs
Followup to #15621, which (correctly) removed parentheses from
md files. Turns out, a hidden part of our readthedocs process
depended on those parentheses. Update that step so it handles
the new, correct, <space><section-number> format.

Also update local-testing documentation in README, and clean it
up a little.

6deb1bc2ae Manpage syntax proposal
I looked at the man pages and found that while they are consistent in their basic concept, many things concerning formatting are not.
For example, it is not consistent that options are behind an H4 header.
The biggest criticism, however, is how commands and options are handled when referencing them in a text.
There is no clear structure between the man pages regarding this. Sometimes backticks are used and sometimes they are written in italic.
Also, the formatting regarding the appearance of the commands is not consistent either.
I would like to propose a uniform formatting and, if accepted, apply it to all man pages.
Uniformity is very important to me and it should be clear to the user when reading several man pages what exactly their content and references are about.

b4bbc5210b [CI:DOCS] Add titles to remote docs (windows)
Previously the podman-remote windows docs had no HTML titles

This gives them the same titles as the equivalent Sphinx HTML pages

09f2c01ded [CI:DOCS] Add local html build info to docs/README.md
Rename Readme.md to README.md in the docs directory.   Add
the local build process per @Luap99 in #9856 for the man pages
to preview any changes that are made.
