d420fbfde3 Add migration code for BoltDB to SQLite
This is gated behind a new option in `podman system migrate`,
`--migrate-db`, or by a system restart being performed.

BoltDB support was removed in Podman 6, so we are certain that,
when we start Podman, a SQLite state is in use. However, if we
also detect a valid BoltDB state, we will attempt a migration.

Migration is performed by retrieving all volumes, pods, and
containers (in that order, to ensure there are no dependency
conflicts) from the Bolt database, when adding them to the SQLite
database. If there is a conflict - IE, a container exists in both
SQLite and Bolt - we skip migration for that object. The old DB
is then renamed so we do not try to migrate it again.

Our ability to test complex migration scenarios is limited, but
this should handle simple migrations easily.

This is a heavily adapted version of #27660 rebuilt to work with
Podman 6.0. Substantial changes were required to throw errors
when a BoltDB database is detected and no migration is being
performed. Firstly, for automatic on-reboot migrations, we need
to have a deferred error returned by getDBState (very early in
runtime initialization) that is only acted on much later (once we
know for certain a state refresh is/is not being performed).
The `system migrate --migrate-db` command was much more
problematic. Conceptually, it's not terrible - add a flag to the
runtime to suppress errors, set that flag only when calling the
`system migrate` command with `--migrate-db` - but it unveiled a
serious problem with how we do runtime init (special flags to the
runtime were being ignored because the image runtime set the
Libpod runtime first and had none of the proper handling) which
took a genuinely annoying amount of time to identify and fix.

This cannot be tested automatically, as the ability to create Bolt
databases has been entirely removed with Podman 6.

This also includes 9b810aed3a from
the v5.8 branch by Luap99, which I have had to squash into this
commit to satisfy the build-each-commit check. It was just a
simplification of the SQLite path check.

5e94c95ad0 Move to deterministic network setup order
This was implemented by containers/netavark #1369; this commit
completes the process by wiring it into Podman. We now respect
the CLI order for configured networks - if a user passes
`--net net1,net2` we guarantee that net1 will be configured
before net2.

For containers created before this patch, we don't retain enough
information to configure networks in CLI order, so we use
alphabetical order instead to still guarantee consistency.

No breaking API changes have been made, but we do add a new
field to supplement the existing map to (optionally) provide
ordering information. The Podman CLI will always pass this.
Existing applications that do not will, again, receive]
deterministic ordering based on an alphabetical sort of network
names.

This requires the latest version of Netavark to work properly.

4c3027c149 Make most of libpod, and everything that relies on it, non-darwin
Require (linux || freebsd), because the code already does that, in practice.
This just means macOS users of IDEs aren't hit with thousands of compilation
errors (and then the IDE can open an Linux-specific file and then process it
under the Linux assumption, which works much better).

This commit ONLY replaces
	//go:build !remote
with
	//go:build !remote && (linux || freebsd)

and is split from the rest to allow mechanically verifying that fact,
and focusing a review on the other kinds of changes.

f5bc2abe4c Remove BoltDB state support
This also includes a number of significant changes to the SQLite
state made possible by removal of the legacy DB.

1. Enable database unit tests for SQLite state, with numerous
   tweaks to get tests passing. Most notable changes are to
   container removal - where we previously didn't return an error
   if there was no container to remove - and RemovePodContainers,
   which I don't think ever worked properly from my reading of
   the failures.
2. Removal of AddContainerToPod/RemoveContainerToPod. On SQLite,
   these functions are identical to AddContainer/RemoveContainer
   and there is no reason to retain duplicates.
3. Removal of SafeRewriteContainerConfig - it's identical to
   RewriteContainerConfig in SQLite, no reason to have duplicate
   entrypoints.

As an exciting side-note, this removes Podman's requirement that
containers and pods cannot share a name, which was a BoltDB
restriction only.

Also bumped go.mod to github.com/containers/podman/v6 and updated
version to v6.0.0-dev.

bbe9d61c49 sqlite: move first read into a transaction
According to an old upstream issue [1]: "If the first statement after
BEGIN DEFERRED is a SELECT, then a read transaction is started.
Subsequent write statements will upgrade the transaction to a write
transaction if possible, or return SQLITE_BUSY."

So let's move the first SELECT under the same transaction as the table
initialization.

[NO NEW TESTS NEEDED] as it's a hard to cause race.

- The transient state tests relied on BoltDB paths, change to
  make them agnostic
- The volume code in SQLite wasn't retrieving and setting the
  volume plugin for volumes that used one.

7c11f7e174 sqlite: exit code: allow -1
The value of -1 is used when we do not _yet_ know the exit code of the
container.  Otherwise, the DB checks would error.  There's probably a
smarter than allowing -1 but for now, that will do the trick and let the
tests progress.

b4c4f9c93d Some further work on SQLite state
- Added a mechanism to check schema version and migrate
  (no migrations yet since schema hasn't changed yet).
- Added pod support to AddContainer, and unified AddContainer and
  RemoveContainer between containers and pods.
- Fixed newly-added GetPodName and GetCtrName in BoltDB so they
  only return pod/container names.

1b968c6074 Add initial SQLite-backed state implementation
This contains the implementation of (most) container functions,
with stubs for all pod and volume functions. Presently accessed
via environment variable only for testing purposes.
