Update to the latest c/{common,image} which inclused an update to
docker v28, that update is NOT backwards compatible so I had to fix a
few types.
NOTE: handler.ExecCreateConfig is used directly by the bindings. Thus
this is an API break for pkg/bindings. Including docker types as part of
any stable pkg/bindings API was a very bad idea.
I see no way to avoid that unless we never want to docker v28, which is
not easy as the update comes in from c/image and maybe other packages.

This resolves the "signing ambiguity" by requiring that images
must have a DiffID entry, and it must match, in partial pulls.

This addrress the CVE-2024-3727 by pulling in the top of main for
c/image, c/common, and c/buildah, all of which have the fix.

We now no longer write containers.conf, instead system connections and
farms are written to a new file called podman-connections.conf.
This is a major rework and I had to change a lot of things to get this
to compile again with my c/common changes.
It is a breaking change for users as connections/farms added before this
commit can now no longer be removed or modified directly. However because
the logic keeps reading from containers.conf the old connections can
still be used to connect to a remote host.
