Paul Holzinger 626f5f3942 ci: do not set graphroot/runroot ...

The debian VMs were not updated to use a new buildah with the new config
parser so they fail to use that as rootless.

Because the fields are not required just remove them which should be
good enough for now except for the upgrade tests which still need them
as older podman versions did require them.
