Kir Kolyshkin 49cce3ec16 libpod: modernize state test 
Use t.Helper, t.TempDir, and t.Cleanup in getEmptySqliteState,
simplifying its code and its users.

Simplify runForAllStates: remove redundant t.Fail call, and move
getEmptySqliteState call under t.Run.
