Jan Kaluza 9bdf7078b8 tmt: disable podman-next on release-branch PRs ...

Testing Farm enables the podman-next COPR for every PR, and update-deps.sh then upgrades the guest from it. That COPR is built from main, so a release-branch PR would be tested against main's stack. Leave the repo enabled only when PACKIT_TARGET_BRANCH is main.
