David Dykstra da0405080e The call to test_skipped if makepath failed didn't work, presumably because
makepath is builtin and there's some problem with it causing /bin/sh to
exit on cygwin.  Parens around the call to makepath should help.

David Dykstra ad301e487c Skip the longdir test if the long directory can't even be created, such as
on cygwin (maybe only on certain filesystems?).
