filter-leak plants a backup-dir symlink owned by another uid, so it needs root and skips without it. Cygwin runs the suite as an ordinary user, so it skips and the workflow says so. Not AlmaLinux: that job is privileged, so the test runs there -- listing it made the run fail with "expected-but-ran". Caught by the fleet, not by inspection, which is the argument for running it before merging a skip-list change.
