Jamie Pine c32768f2e4 Make startup discovery explicit and permission-aware ...

Library loading no longer dispatches a filesystem discovery pass. The
desktop requests one idempotent pass after the connected shell
renders, a bare daemon initiates nothing, and sd index start
--defaults gives CLI and server operators the same explicit path.
Restored volume snapshots prevent repeat full walks.
