Jamie Pine fc2fd4a143 Capture the extensibility dump and separate its four threads

Native dependencies, job presets, plugins and sidecars are four things,
and separating them is most of the work. Checked against the tree first:
the codecs were already unbundled by the install-size plan, the SDK is
already a plugin SDK missing only a manifest and a lifecycle, and
SidecarKind::Thumb already exists content-addressed. Less is missing than
the dump assumes.

The preset is the primitive worth building, because it is the same shape
as the workflow row the filesystem intelligence plan already needs:
durable, parameterized, executable, logged, with its reasoning attached.
One table, two consumers.

Draws the line that keeps it safe: a model composes registered job kinds,
a plugin adds kinds. If a model can author the command rather than the
parameters, durable execution and monitoring stop being features and
start being a liability.

Answers the sidecar question as placement rather than design. The hot
tier and the thumb sidecar are both already specified and do not compete;
what is open is that the sidecar tree is library-scoped, which is wrong
for an archival drive whose previews should travel with it. And the
location-or-source line is source, since locations are being deleted.

Keeps the GPUI plan where it is: Photos is the right wedge, and a second
full interface should follow the teardown rather than race it.
