Jamie Pine fef2050cf6 Write down the filesystem intelligence angle

Everyone is building agent tooling above the filesystem and assuming the
filesystem is one machine with everything mounted. That breaks for anyone
who owns more than one drive. The map is the product, and agents are the
interface to it.

The planning primitive was the open question and it falls out of the
catalog, which is already designed: the catalog holds actual placement, a
plan is desired placement, the workflow is the diff. Redundancy is a
predicate over the same rows, so at-risk needs no new concept.

Argues for pulling the catalog forward from teardown phase 5. It reads
from source stores, which now exist, so it does not wait on the entries
teardown. Deliberate sources plus catalog plus MCP answer the use case
with someone's agent as the planner, which puts the value ahead of the
product.
