feature/conn25, ipn/ipnlocal: use the new net/routelimits package for blocking host-scoped destinations

Similar to #20866 for 4via6, conn25 needs to block host-scoped
destinations. Due to the similarity between the two situations, the
matching is no longer in a 4via6-specific location. Since there is no
backwards compatibility to satisfy, there is no exception list for
conn25.

ipn/ipnlocal (for 4via6) and feature/conn25 now both use the new
package.
