Paul Scott ba6160953e control/tsp: add RegisterOpts Expiry field for logout (#21633) ...

This field populates RegisterRequest.Expiry, which
controlclient.Direct.doLogout fills with time.Unix(123, 0) to force the
deletion of the device from the server.

Updates tailscale/corp#48031
