Commit 6608b9a38 removed tsweb.AcceptsEncoding, saying it had no
callers, but it has many callers in the tailscale.io repo. Restore the
function and its test unchanged so those builds work again.
Updates #12170
Updates tailscale/corp#48447 (broken by this)
