Francois Marier 8b3b8f122e net/portmapper: cleanup old PCP TODOs ...

Requesting a UDP mapping is the right thing to do since an "all
protocols" (and "all ports") mapping would be akin to requesting
to be a DMZ on that network.

Updates #cleanup
