actions/setup-go can't resolve the "1.27rc2" go directive from go.mod (no 1.27 release candidates exist in its versions manifest lookup path), so the CodeQL and golangci-lint jobs fail during setup. Pin the RC version explicitly while testing Go 1.27. These jobs may still fail later if CodeQL's Go extractor and golangci-lint don't yet support Go 1.27, but at least they'll fail with the real error.
