Building cigocacher from the corp repo failed because its go.mod was missing a reference to go-tool-cache. Migrate cigocacher over to tb so it's not required. Updates tailscale/corp#49137 Signed-off-by: Tom Proctor <tomhjp@users.noreply.github.com>
