Claus Lensbøl 41d25e0c8f cmd/natlab-test-matrix,tstest/natlab/vmtest: add test matrix tool (#21818) ...

Add experimental tool for generating a matrix of tests to be run by CI.
This tool will parse the test files in the vmtest folder, and find
candidates that can be with with a set of variations. For now that is
expressed as different flavours of Linux, but it can be expanded across
OS'es but also other things like NAT configurations and portmapper
extensions available.
