Max Leiter 18662cb2bf fix: a11y labels and semantics (#5057) ...

Fixes #4862, #4863, #4864, #4865, #4866


instead of using `aria-label`, we can use `data-tooltip` to avoid
duplicating their names in the a11y tree

the scroll down button looks fine:
