Add more documentation for configuration of WOW upload
...
The WOW website where you enter a new site does not
have information on the username and password to
use when uploading to WOW.
So it should help to document that you need to read
another WOW page on how to find the station id, and
that you need to set the password yourself for the
site, and it should be a 6 digit pin code.

Added flag record_augmentation.

When doing hardware record generation, the engine now augments the
record with any additional observation types it can extract out of the
accumulators. Fixes issue #15 .

- use 'Customization Guide' rather than 'Customizing Guide'
- fix Hardware Guide title that is inconsistent with other guides
- chnaged wee_import and wunderfixer command line options to <h3> (as
the other utilities command line options are)
