The "when reasonable" checkboxes read as optional, but the contribution
policy workflow requires all boxes checked. Reword them as either/or
statements and accept the legacy wording in the policy script so
existing PRs keep validating.

Add .oxfmtignore to skip generated bindings and wasm-pack output.
Add npm format script, update DEVELOPMENT.md for Vite+ toolchain,
and format all non-generated files with oxfmt.
