Isaac ConnorandClaude Opus 4.8 e0bd331c2d ci: group github/codeql-action Dependabot updates into one PR

CodeQL refuses to run when its init, autobuild and analyze steps are on
mismatched github/codeql-action versions. Dependabot bumped each sub-action in
a separate PR, so between merges the steps were split across versions and the
CodeQL workflow failed with "All steps that use github/codeql-action must use
the same version".

Add a Dependabot group so all github/codeql-action steps update together in a
single PR, keeping the three steps on the same version.
