The RPM package bakes ZM_PATH_ARP_SCAN=/usr/sbin/arp-scan into the config but had no dependency on arp-scan, so the "probe network for cameras" feature never had its binary unless the user installed it by hand. Add it as a weak dependency so dnf pulls it in where it is available (el8/el9, Fedora) without making it mandatory: the probe degrades gracefully when absent, and EPEL 10 has no arp-scan, where a hard Requires would make zoneminder uninstallable. Follow-up to #5306, which stops installing arp-scan in the build containers (the build does not use it; the spec passes the path with -D). Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
