AVCodecID values are renumbered between FFmpeg major versions (HEVC is
173 in libavcodec 61 and 172 in libavcodec 63, where 173 is fic), so a
consumer linked against a different FFmpeg than zmc misidentifies the
codec. Add HELLO TLV 0x0B with avcodec_get_name(), keep sending the
numeric id for older consumers, and have ParseHello resolve the id from
the name whenever this FFmpeg knows it.
