Isaac ConnorandClaude Opus 5 7db7430914 feat: retire Libvlc in the 1.39.38 migration 
Libvlc is being removed rather than left deprecated, so existing
monitors have to move off it in the same release. Extends the migration
already added for NVSocket instead of adding a second
file, since this is one release and one upgrade step.

Monitors, Controls and MonitorPresets rows typed Libvlc all become
Ffmpeg, and the value is dropped from the three Type enums. The shipped
preset data is changed to match so a fresh install lands on the same
schema and the same rows: one MonitorPreset, which already carried an
rtsp url, and three PTZ controls, whose Type names the camera's control
protocol rather than its capture method, so retyping them keeps ptz
working on the migrated monitors.

A monitor's Options field is left as it is. The contents are libvlc
switches such as --rate=1 that ffmpeg will not understand, but
FfmpegCamera passes Options through av_dict_parse_string, which reports
unknown keys and carries on rather than refusing to open. Clearing the
field would destroy the only record of how the camera was tuned, to save
a log line.

Verified against a scratch database built from the live schema: Libvlc
and NVSocket monitors, Libvlc controls and presets, and existing Ffmpeg and Local
monitors. Fresh-install and migrated schemas compared equal.
