Isaac ConnorandClaude Opus 5.5 7c00511c3b ci: add timeouts to self-hosted aarch64 package builds ...

A hung gpg import inside ghaction-import-gpg held an aarch64 runner for
34h; self-hosted runners did not stop it at the 6h default. Cap the deb
jobs at 60 min and rpm jobs at 90 min (normal runs take ~6 and ~20), and
give the GPG import step 5 min so a wedged agent fails fast.
