docs(distributed): document LOCALAI_NATS_BACKEND_INSTALL_TIMEOUT / _UPGRADE_TIMEOUT
Add the two new operator-tunable env vars to the Frontend Configuration table in the distributed-mode docs. Explains the 15m default, when to raise it (slow links pulling multi-GB OCI images), and the new "still installing in background" admin-UI state when the round-trip times out but the worker is still working.
