The cluster target identifies feature and machine-auth scenarios while retaining one shared binary build. CI requires binaries, so neither scenario can skip silently. Record the current-master fixture baseline and measured local suite budgets. Keep new conformance tests within the branch lint policy. Assisted-by: Codex:GPT-5 [apply_patch] [exec_command]
