Increase the timeout time for Curse API from 4 seconds to 10.
If a provider responds with a 404, the circuit breaker should no longer be opened.

Thanks to the announcement that Twitch is giving the Curse addon client to yet another company I wanted to try and create something the community can believe in. If you have any ideas/requests for the feature list let me know!

The windows version uses WowUpdater under the hood for now.
