Jonathan BennettandClaude Opus 5.5 39e3ed2fc2 LR20x0: optionally load Semtech's LR2021 patch RAM

-DLR2021_LOAD_PRAM (default off) writes Semtech's LR2021 PRAM (Lora-net
usp v1.2.1 lr20xx_driver, Clear BSD) after every begin(), in init() and
fullBegin(), activates it, checks it loaded, and re-applies begin()'s
modem settings. Semtech lists the DC-DC regulator's sub-GHz LoRa
sensitivity loss among what it fixes. Needs -DRADIOLIB_GODMODE=1 and
RadioLib 7.8, whose WriteRegMem32 no longer appends a stray byte.

This repository contains the official device firmware for Meshtastic, an open-source LoRa mesh networking project designed for long-range, low-power communication without relying on internet or cellular infrastructure.
