Ben Meadors 861908a94e Merge develop and point protobufs at merged master

meshtastic/protobufs#1071 merged as fa26b5b. Resolves the submodule conflict
against #11804's pin (251c52e, an ancestor) and regenerates telemetry, which is
the only proto delta between the two.

Overview

This repository contains the official device firmware for Meshtastic, an open-source LoRa mesh networking project designed for long-range, low-power communication without relying on internet or cellular infrastructure. The firmware supports various hardware platforms, including ESP32, nRF52, RP2040/RP2350, and Linux-based devices.
