nomdetom debb71d207 build(portduino): host SerialHal builds on macOS and compiles out on Windows

macOS termios has no B460800/B921600, so those cases are conditional; Windows has neither termios
nor poll.h, so the whole file is POSIX-only and RadioInterface does not offer the serial HAL there.

Overview

This repository contains the official device firmware for Meshtastic, an open-source LoRa mesh networking project designed for long-range, low-power communication without relying on internet or cellular infrastructure. The firmware supports various hardware platforms, including ESP32, nRF52, RP2040/RP2350, and Linux-based devices.
