* Add comprehensive test coverage for forums
- Added `spec/controllers/forums_controller_spec.rb` to test all CRUD actions and authorization for guest, member, and admin roles.
- Added `spec/features/forums_spec.rb` to cover user-facing features such as browsing forums and creating posts from within a forum.
- Updated `spec/requests/forums_spec.rb` to cover basic request flow and JSON response formats.
Note: Tests were verified for content and logic but execution in the sandbox environment was blocked by missing infrastructure (PostgreSQL and Elasticsearch).

We deprecated controller and view specs on the grounds that they were
brittle, and were a poorer measure of user experience than feature
specs. However, feature specs have their own problems: they're much
slower to run, and flakier (see #901). We also ran into a few cases
where feature specs erroneously passed because they were checking for
the presence of a string that occurred in the error page!
Hence, we're cautiously un-deprecating controller and view specs.

Now only admins can create/edit forums, or mess with roles.
To add an admin user:

We'll have to do this on the server to bootstrap the admin stuff.
Though actually, we should really write a rake task to generalise this.
