MOB-1341: extract search-field state into useSearchField hook

Pull the debounced-autocomplete state machine behind the Universal Search
subject input (text + debounced query + fill-on-select / clear-on-refocus)
into a reusable useSearchField hook. Pure refactor with no behavior change;
sets up the location field to reuse the same hook.
