Jay WuandClaude Sonnet 5.5 86e53266db ci(release): list every signed file in the job summary ...

Every signed file costs one code-signing token, and there was no way to
count them per run. customSign.js now appends each file it signed to
GITHUB_STEP_SUMMARY, and the /tosign step lists the files it sends to
the DigiCert action. The writes are wrapped in try/catch and cannot fail
the signing. The smctl lines are not changed.
