electron-builder signs the stock Insomnia.exe in the "unpacked" step.
build-secure-wrapper.sh then copies it to insomnia.dll and
Insomnia-origin-<version>.exe, and the copies keep the signature. They
were still sent to DigiCert again.

Only move files without a valid Authenticode signature to /tosign. That
is the new wrapper Insomnia.exe. If the stock exe was not signed, the
copies are not valid either and are still signed as a fallback, so an
unsigned file cannot ship.
