* chore(publish): fix publish broken issues

1. Create a draft release in the ce repo
2. Upload sourcemaps to Sentry

* fix publish error

1. add --generate-notes
2. add create-draft-release
3. disable merging of the release branch

* clean up

* increase timeout-minutes from 15 to 30

* create the pr automatically

* git push with PAT

* create pull request
