Takes this systemd-generator from Fedora CoreOS: https://github.com/coreos/fedora-coreos-config/blob/testing-devel/overlay.d/05core/usr/lib/systemd/system-generators/coreos-sulogin-force-generator

This allows root login by forcing sulogin on the emergency or rescue target if they were requested from kernel cmdline.
