Nate Graham a5cd7a0804 Enable switcheroo-control.service by default

We pre-install it, but don't turn it on, so it won't work without manual
work from the user. Let's turn it on by default.

The cost is another daemon running in the background, but at least on my
system it consumes less than 1 MiB of memory.
