efca325 already increased the default bitrate for various encoders.
However, some were missed and this commit fills the gap:
* Mac-VT
* OpenH264
* Texture AMF
* VAAPI
`get_rc_mode()` compares the incoming rate control mode string
to the .name member of rc_mode_t, and the table entries are
all upper-case. This caused a crash when the incoming string
is set to "cbr" instead of "CBR". Make the string comparison
case insensitive.
Previously, we just checked for H264 regardless of which codec was
selected. This mostly worked, but on Fedora they ship AV1 without H264
or HEVC. In that case users wont see AV1 as an option.
During high graphics thread pressure it can take a significant time to
acquire the graphics lock. This change releases the OpenGL texture after
rendering to avoid the 2nd lock after sending the frame to FFmpeg. This
improves 99%-tile/100%-tile and median encode in a near encoder overload
scenario, and modestly raises the ceiling before encoder overload in my
test scene.

Previously, we always assumed we could push more frames before an encoded
packet would be available. Actually, we can get EAGAIN when the
frame queue is full and before any encoded packets have been completed.
Instead, attempt to read packets more often as the worst that can
happen is we get EAGAIN again.
Default ffmpeg initial buffer fullness (75%) is too low
and results in significantly lower video quality on AMD cards.
Changing it to 100% fixes the quality and also matches what
AMF encoder is doing.
sizeof(AVPacket) being a part of the public ABI is deprecated. once
av_init_packet() is removed, new packets will only be able to be
allocated with av_packet_alloc().
In ffmpeg-mux, ffmpeg-vaapi, and obs-ffmpeg-nvenc, AVPacket is allocated
at the initialization to avoid frequent allocation of AVPacket.
Includes changes to win-dshow.
The Auto level lets the encoder decide which level to use.
Furthermore, some devices allow levels beyond 4.2. Therefore,
we add all levels allowed by H.264. This is of importance,
since using a resolution not supported by the specified level
can trigger undefined behavior on the hardware/kernel.
Code submissions have continually suffered from formatting
inconsistencies that constantly have to be addressed. Using
clang-format simplifies this by making code formatting more consistent,
and allows automation of the code formatting so that maintainers can
focus more on the code itself instead of code formatting.
