groupware: move plain http functions to pkg/http

* introduce a new toplevel package pkg/http for plain HTTP related
   functions

 * move these functions from pkg/jmap to pkg/http, including tests:
   - PeekResponse
   - DumpHttpRequest
   - DumpHttpResponse
